Tooltips are invisible by default. Users do not hover icons looking for hidden help — they tap and hope.
If the label is essential, put it next to the control. If the explanation is detailed, link to docs. Reserve tooltips for genuine power-user shortcuts where space is the only constraint.
On touch devices, tooltips need an alternative: long-press, an info icon that opens a popover, or simply a longer button label.
